DIGERONIMO PA CONSTRUCTION MANAGEMENT
Description of Services
DiGeronimo PA provides Project Administration and Management Services for the overall project. Project administration includes consultation, research, conferences, and progress reports. Our clients' own work forces occasionally require DiGeronimo PA coordination. At times, our clients need DiGeronimo PA to further document existing conditions. An architectural project normally follows a sequence, where one phase requires approval before progressing onto a next step.
On projects designed by others, DiGeronimo PA Construction Management
Pre-Construction Contract Management assists the client to evaluate the constructability of a project. We evaluate the relative feasibility of methods of executing the work in analyzing availability for materials and labor, as well as use of the site for mobilization and staging. We advise the client in the most advantageous method of contracting for the work - single, multiple, or separate contracts.
We prepare a Detailed
Project Schedule identifying critical and long lead items,
with time requirements for material procurement, installation
and delivery. When
the client stipulates that the using group will vacate areas of
the work for construction contractor, we make certain the client
provides designated areas of the work for specified time
durations. DiGeronimo
PA Construction Management appreciates and respects the work of
the construction laborers.
We work with trades to achieve consistency in the
construction process. The
DiGeronimo PA Construction Management approach gives the
contractor confidence that the site will be available for the
contractor’s work when the contract documents say the work
area will be available, for the time duration stipulated.
We update Detailed
Estimates of the Cost of the Work based on the clients
selected method of project delivery.
We assist the client choose and coordinate surveyors,
testing labs, and other specialists. We handle all the coordination responsibilities.
During Bidding
or Negotiations Services, DiGeronimo PA assists the client
to establish a list of bidders, possibly under Prequalification
criteria. We
respond to bidders questions and issue clarification and
interpretation on the contract documents.
DiGeronimo PA Construction
Contract Administration Phase begins with Submittal
Services, which consist of taking appropriate action on Shop
Drawings, Product Data, Samples and other submittals.
Distribution of submittals is an important aspect, along
with maintenance of a master file, to include not only
submittals, but also related communications.
Construction
Observation Services provide visits to the site at intervals
appropriate to the stage of the work, or as otherwise agreed by
the client. We
become generally familiar with the progress and quality of the
work completed. In
this service, we determine in general if the work, when
completed, will be in conformance with Contract Documents.
We prepare the appropriate related reports and
communications.
At individual
project construction sites, we can provide Project
Representation Services.
Daily, continuous, on-site DiGeronimo PA Staff protect
the client against defects and deficiencies in the work.
Clients select the level of responsibility and the
limitation of authority suitable for the Clients specific
situation.
Duties and
responsibilities of the Project Representative encompass a broad
spectrum of responsibilities that can include -

Detail
scheduling showing periods of time allotted for each
contractor, including long lead items and the clients
occupancy needs;

Endeavoring
to achieve satisfactory performance of contractors through
development and implementation of a Quality Control program;

Maintaining
a daily log to include conditions at site and job progress,
periodically indicating the completion of each contract;

Coordination
and scheduling activities of separate contractors;
-
Maintaining
record copies of Contract Documents by updating a record of
all significant changes made during construction;

Maintaining
samples and layout drawings at the job site.
Testing and
Inspection Administration coordinates with ongoing work at
the site. DiGeronimo
PA recommends scope, standards, procedures, and frequency of
independent testing and inspections.
Arranging for tests and inspections require notifying
these agencies of the status of the work and the projected date
of the required procedure.
No job is finished until the paperwork is done; thus
compliance evaluation, reports, and notifications of observed
deficiencies in the work, complete the test and inspection.
Occasionally, projects require
Supplemental Documentation preparation, reproduction and distribution. DiGeronimo PA Construction Management provides interpretations in response to the clients requests for clarification. We guide the client and forward instructions to the contractor, on the clients behalf, relative to changed requirements and schedule revisions.
Preparation, reproduction, and distribution of drawings and specifications that describe work to be added, deleted or modified are
Quotation Requests / Change Orders. DiGeronimo PA reviews proposals from the contractor for reasonableness of quantities and costs of labor and materials. We make recommendations relative to changes in the time of
Substantial Completion. The contractor may propose work to be deleted, added, or modified. We negotiate with the contractor, on the clients behalf, reviewing the validity and cost of the proposed change. Negotiation results may lead to appropriate
Modifications of the Contract for Construction. Naturally, record keeping involves coordination of communications, approvals, and notifications in the work.
Contract Cost Accounting requires maintenance of records of payments on account of the contract sum and all cost changes. We evaluate
Contractor's Applications for Payment and certify to the accuracy that the sum to be paid to the contractor is equal to the value of work completed, plus materials stored on site.
Extended Contract Cost Accounting monitors actual cost against final cost, and monitors the Clients cash flow;
DiGeronimo PA Construction Management makes certain that the client pays the construction contactor within a reasonable time. This contractor now ranks this DiGeronimo PA Construction Management client's project as priority one.
DiGeronimo PA Construction Management allows the construction contractor to make as much money as the contractor is able, within the Contract Documents parameters. This approach reinforces the construction contractor's priority designation for the DiGeronimo PA Construction Management job. The construction contractor schedules 'A List' laborers to the DiGeronimo PA Construction Management job. The contractor schedules material shipment to the DiGeronimo PA Construction Management job as priority, because the contractor is confident payment will be forthcoming within a reasonable time.
Project Close Out services begin once the contractor submits notification that the work, or a substantial portion, is sufficiently complete to permit occupancy or intended use. DiGeronimo PA and the client inspect the work for conformity with the Contract Documents and develop a list of items to be completed or corrected. This
'Punch List' determines the amount to be withheld from the contractor's Contract Sum until Final Completion. We request and receive
Consent of Surety to reduce contractor's retainage, and issue a
Certificate of Substantial Completion.
We inspect once again upon notice from the contractor that the work is ready for
Final Inspection. If deficiencies remain in the work, DiGeronimo PA performs follow up inspections until the work is ready for Final Inspection with the client. We process warranties, affidavits, receipts, releases and waivers of liens or bonds indemnifying the client. We secure Consent of Surety to make Final Payment to the contractor and issue a
Final Certificate of Payment.

renders written decisions on contractor claims, disputes, and
other matters that occur between the client and the contractor
on the execution or progress of the work. The basis for Interpretations and Decisions is the
General Conditions of the Contract and the Contract Documents.

PA can prepare and serve as Expert Witness in connection
with any public hearing, arbitration proceeding or legal
proceeding.
Detailed,
special Materials and Systems Testing apply to testing
components of the completed project after project completion for
conformance with the Contact Documents.
We establish the parameters of the test requirements,
procure independent testing services, monitor tests, and analyze
test results.
Forensic
Renderings are graphic pictorial representations of the past
progression of a project in dispute.
Renderings can be simple perspective in black and white
or in full color. DiGeronimo
PA architects can insert renderings of the project into a
photograph for presentation purposes.
Video Documentaries records the
reconstruction of the project.
After Project
closeout, the client may find DiGeronimo PA Post-Construction
Contract Services useful.
First Year Services assist in the clients use and
occupancy, such as training Clients personnel in new building
systems procedures, review of warranties in the case of
defective materials, and arranging for record drawings.
Post Occupancy Evaluations occur semiannually or
yearly to check up on the functional effectiveness of planned
spaces and relationships as well as inspect the operational
efficiency of the systems and materials installed.
